Jihui Qian, former President of Nuclear Power Institute of China (NPIC), former Deputy Director-General of International Atomic Energy Agency (IAEA); Maoliang Li, former Director of Chengdu Isotopes Institute of NPIC; and Jiming Cai, former Vice President of Sichuan Institute of Atomic Energy. The company is located in Western Airport Development District, Shuangliu, Chengdu, with an area of 71 Are, registered capital of 32.83 million CNY, and total investment of 300 million CNY. The project is listed as "Annual Key Investment Projects of Sichuan Province and Chengdu City in 2017, 2018 and 2019".
