He was born into the family of the painterZigfrid Polinger. Hegraduated from the Faculty of Physics and Mathematics of the Chisinau State University. He defended his thesis on the subiect - electronic vibrational interaction in päolyatomic systems with the term T degenerated electrons in 1974. The doctoral dissertation in physi- cal and mathematical sciences on "The Jahn-Teller multimode effect in adjacent crys- tal centers and transition metal clusters" was defended in 1987 under the guidance of Isaac Bersuker. He was a researcher in the quantum chemistry laboratory of the Academy of Sciences of Moldova. From the early 1990s he settled in the USA, being an employee of the chemistry department of Washington University in Seattle and of the mathematics department of Bellevue College. He is the co-author of many impor- tant publications in academia, such as: Symmetry offlexoelectric response in ferroics (2019); Effective flexoelectric and flexomagnetic response of ferroics (2019); Origin of polar nanoregions and relaxor properties of ferroelectrics (2018); Strong Dependence of Quantum-Dot Delayed Luminescence on Excitation Pulse Width (2017); Pseudo Jahn-Teller effect in permittivity of ferroelectric perovskites (2017); Off-center insta- bility of Nb 5+ in KNbO 3 under ambient pressure (2015); Ferroelectric phase transi- tions in cubic perovskites (2013); Orbital Ordering Versus the Traditional Approach in the Cooperative Jahn-Teller Effect: AComparative Study (2009), etc.
