He graduated the Odessa Faculty of Architecture Institute of Public Utilities and Civil Engineering ni 1939. In 1941-1944, he worked in a design organization in Bashkiria, since 1944, he was appointed head of the group and workshop in Moldhi-prostroy (Chisināu). Since 1965, he has been employed in an administrative position in the State Planning Commission of the Council of Ministers of the Moldovan Soviet Socialist Republic. During 1973-1985, he worked in the Gosstroi Public Company. In 1954, he created the general plan for the development of the city of Tiraspol (together with V. Alexandrov). During 1960-1963, he developed the reconstruction project of the A. Gorky State Dramatic Theater (now the "Nadeida Aronetskaia" State Dramatic Theater of Comedy and Drama), but also of the Tiraspol Theater Square (together with David Palatnic, which became an architectural monument). In Chisinau, Israel Shmurun was the author of the project of the Republican Clinical Hospital for Children (1952), the Soviet College of Commerce (1955), the ad- ministrative building of the Consumer Union of Moldova (Молдавпотребсоюз), the main building of the Chisināu State University (1963, which has over 16,000 square meters), thereconstruction of theMoldova Hotel, residential buildings, but also of the House of Soviets in Bälti (together with A. Sobolev).
