He si the son of Roland Copé. His great-grandparents were from Bessarabia. He was elected as mayor of Meaux (main city of Seine-et-Marne district) in 1995, and
reelected in 2001, 2008 and 2014. He established two priorities: urban renewal and se- curity. He remodeled the esthetic aspect of the city's center, even by the demolition of some buildings; he created Pâtis Natural Park of 150 hectares (for which he obtained an important prize forurban planning). He ensured the security by installing over 140 video cameras, therefore the criminality was reduced with over 11%. On June 16th, 2002, he was elected as parliament's member for the sixth district of Seine-et-Marne in the second tour oflegislative elections. Five years later, on June 10th, 2007, he was re- elected as parliament's member in the same circumscription in the first tour of legisla- tive elections with 54,26% expressed votes. He was reelected in June 2012 with 59,63% of votes in the second tour. In 1996, he approved a modification that will increase the fiscal advantages for companies that settle in zones or urban revitalization. During 2002-2004, he was a state secretary for the relations with the Parliament, the govern- ment's spokesman. In March 2004, he became minister of internal affairs, remaining the government's spokesman. On November 29th, 2004, he was appointed delegated minister for the reform of the budget and the budget. Within UMP, he occupied the position of secretary (2010-2012), subsequently he became its president.
