Both his parents emigrated from Bessarabia. He was one of the four children of the marriageformed by Bernardo Gutnisky and Catalina Felsher.
The childhood passed in his hometown. He settled in Rosario, Santa Fe Province only when he began his university studies. He obtained thetitle of surgeon at the faculty of medical sciences of the city's university. For a short period, he moved to the capital of Salta province. He married there Adela Steren, shortly after turning 27, and had three children.
He settled in the province of Formosa, where he worked as a surgeon, but at the
same time began his political activity within the Union Civica Radical Intransigente. He was the owner ofthe private unit "Sanatorio Pasteur". He was elected as municipal
councilor in the provincial capital, exercising this function in 1937-1938. He served for a short time, in October 1942, as mayor of Formosa. On February 23rd, 1958, he became the first governor of the province of Formosa.
Legislative activity has often suffered from power strugglesbetween thepower
and the opposition. The number of adopted laws reduced, and the governor has been forced to use his veto power several times to block initiatives he did not want to share.
He was previously a deputy in the convention that drafted the provincial constitution in 1957. He died during a plane flight.
