After graduating the high school, he was admitted to the Agricultural Institute in Chisinau, which he graduated in 1980. In 1989, he emigrated to Israel. He worked at "Sohnut" Jewish Agency. In 1998, as one of the first Russian-speaking immigrants in the country, he was elected to theHadera local council. In 2003, he was re-elected as member of the local council and was appointed as deputy mayor of Hadera. As deputy mayor of Hadera, Roman Gisher paid special attention to the problems ofnew immigrants, the arrangement of the city, the preservation of historic buildings. With his support, the "Energy of Manhood" Museum was set up in Hadera, which talks about the deeds of Jewish soldiers who fought on the battlefields of World War I. He also supported the initiative of the Feinberg Family and the Council on the preserva- tion ofthe historical museum monuments "Beit Feinberg". Currently, Gisher Roman is the project manager of"Arteinu" (a joint project of the Council ofthe Ministry of Absorption on the preservation of historical monuments), in which immigrants can get acquainted with the history of the first settlements in Israel, the history of the State of Israel. During his mandates, he managed to settle several problems related to the infrastructure of the city of Hadera, especially the construction and rehabilitation of roads of national importance. 'The city of Hadera has become attractive to more peo- ple, confirmed by the increase in population by 15% in the last 10 years.
