The daughter of Frederick Irving. Susan Jean Irving was the legislative direc- tor for Senator Max Baucus (D-MT). Ms. Irving previously served as Deputy Issues Director for the Mondale- Ferraro Presidential Campaign and was Vice President and Corporate Secretary for the Committee for a Responsible Federal Budget, an educa-
tional corporation concerned with the budget process andreducing the federal deficit. For one year, Ms. Irving was the External Relations Officer for the International Monetary Fund, served two years as the Special Assistant to the Chairman and Staff Director on the Council of Economic Advisers in theExecutive Office of the President,
and was thelegislative assistant to Senator Abe Ribicoff (D-CT) for three years.
She oversees the annual report on The Nation's Fiscal Health, and she is an ex- pert on debt limit issues. Susan joined GAO in the fall of1989 after a career that in-
cluded work in the U.S. Senate, the Council of Economic Advisers, and teaching at Harvard's Kennedy School of Government.
She led GAO's work on the federal budget, user fees, and debt management from 1992 through late 2017 when she became Senior Advisor to the CG and
COO. Susan earned a Ph.D. in Public Policy from Harvard, an MPP from Harvard's Kennedy School, an MAT from Harvard's Graduate School of Education, and a Bachelor's in U.S. Studies from Wellesley College.
