Ion Guceac, born on March 26, 1963, in Vășcăuți, Florești, Republic of Moldova, is a distinguished legal scholar and academic. He holds a Law degree from the State University of Moldova (1984-1989) and completed his doctoral studies at the “Alexandru Ioan Cuza” Police Academy in Bucharest, Romania (1992-1996). Guceac earned his Doctor of Law in 1997, followed by the title of Habilitate Doctor of Law in 2003. He has served in various academic and professional roles, including legal adviser, department head at ASCOM, and senior expert at the Ministry of Internal Affairs.His notable academic positions include lecturer and head of the Public Law Department at the Stefan cel Mare Police Academy, professor at the State University of Moldova, and various leadership roles at the Academy of Sciences of Moldova, where he became an academician in 2017. Guceac’s research focuses on constitutional law, state forms, human rights, and administrative organization. He has authored over 90 scientific articles and several textbooks, and led national projects on legal framework harmonization with European law. He is an active member of numerous editorial boards and has participated in drafting significant legislation in Moldova. He is fluent in Romanian, Russian, and French, with strong computer skills.
