Talapkali Izmukhambetov was born in the USSR in 1943. He holds two diplomas: one as a medical doctor from Astrakhan State Medical University, obtained in 1966, and another in law from Kazakh National University after Al-Farabi, earned in 1974. He also achieved the degree of Candidate of Medical Sciences in 1989. His professional journey includes serving as the Minister of Health of Kazakhstan from 1987 to 1990 and as a Member of Parliament of Kazakhstan from 1987 to 1993. He was also a Member of the Legislative Council of Almaty city from 2000 to 2012. Currently, he is a Senior Lecturer at Kazakh National Medical University. For the past 13 years, Izmukhambetov has been the President of the National Coalition "The Smoke-Free Kazakhstan". He also chairs the NGO "Committee of Public Health of Medeu District of Almaty" since 2015, which is a federated member of the ILA. This NGO has several branches throughout the district and engages volunteers in promoting healthy life extension as well as serving the broader community.
