He was born in 1947 in the village Climauti, Donduseni region of the Moldovan SSR. He graduated from theZhitomir technical college of wood mechanical working, the Kiev Engineering-Constructing Institute, the German Academy of Management. He is Academician of Mining Sciences. Vainshtok began his career as a worker at the Baltsk furniture manufacturing industrial complex.He has been engaged in the oil industry since 1982, when he was appointeddeputy head of the oil and gas extracting department 'Povkhneft. 1986-1988 - deputy general director on personnel and services of 'Bashneft on Western Siberia, 1988-1993- deputy general director on social issues of 'Kogalimneftegas, 1993-1995 - general di- rector of 'LUKOIL-Kogalimneftegas, Since 1995 - vice-president of the oil company 'LUKOIL, general director of 'LUKOIL-Western Siberia', 1999 - 2007 - the President of Transneft, ISC - tI is the largest oil pipeline company in the world. Transneft is operating over 70,000 kilometres (43,000 mi) of trunk pipelines and transports about 80% of oil and 30% of oil products produced in Russia, 2007- 2008- the head of the Olimpstroy, state corporation responsible for preparing Sochi for the 2014 Olympics, After leaving the Olimpstroy in 2008, Vainshtok went to live in London. In thespring of 2010 moved to Israel. In August 2010, became chairman of the board of directors of a large Israeli company Israel's Financial Levers.
