In 1910, he approached the anarchists-communists and started arevolutionary work in Bessarabia and the South of Ukraine (in Chisinäu, Odessa, Herson).In 1913, he was arrested together with Alexander Ulanovsky. They run from exile. In 1915, he was recruited for army, after demobilization he employed with Almosov tobacco factory from Rostov-on-Don. During 1920-1922, he was the president of Regional Council of Syndicates, during 1922-1924 - president of the Regional Economic Commission. During 1924-1926, he worked a chief of the RegionalCommerce Department of Rostov. During 1927-1929, he was authorized by the People's Commissariat ofInternal Trade of USSR from Central Asia. During 1929-1930, he was vice-president of Uzbekistan's government. Starting with 1930, he returned toRostov-on-Don as chief of Trade Department (1930-1931) and first vice-president ofthe Executive Committee (1931-1932). During 1933-1934, he occupied the positionof vice-president, since April 1934 - president of Commission for the purchase of agricultural products within the Council of People's Commissars, member ofCentralExecutive Committee of USSR. In 1936, he prepared a plan for the construction of ce- reals underground deposits in Leningrad, which was not put into practice because of the arrest ofKleiner. He was decorated with the Order of Lenin. He was arrested and shot on August 4th, 1937. He was rehabilitated in 1955.
